STOP is a dual diagnosis outpatient treatment program for substance use disorders (alcohol, stimulants, and other drugs) integrated within Citywide mental health and other services. STOP services include a choice of group counseling, individual counseling and/or recovery incentives (for stimulant use disorder), tailored for people with serious mental illness. These include evidence-based, trauma-informed, culturally responsive, motivational, and harm reduction approaches. In addition, STOP provides referrals and care coordination for medications for addiction treatment. Clinicians are trained in both addiction and mental health treatment, and work in collaboration with other Citywide Division staff who provide case management, psychotherapy, psychiatric medication management, drug testing, and supported employment.
In 1989, STOP was founded to treat cocaine and methamphetamine use disorders among adults with co-occurring mental health conditions. In 2011, STOP was integrated into Citywide where it is now one of many services available under one roof. In 2016, the Citywide intensive case management approach was implemented with substance use disorders at Sobering Center Case Management.

Eligibility Criteria
STOP at Citywide Clinic:
Adults receiving case management by Citywide, with substance use disorders, for whom outpatient treatment is indicated.
To refer eligible clients, please contact their Citywide case manager.
Sobering Center Case Management (SCCM):
Adults who frequently use Alcohol Sobering Center services and Managed Alcohol Program services.
To refer eligible clients, please contact the Sobering Center charge nurse.
